A survey of 50 state departments of education revealed increased spending for gifted/talented education from 1976/77. Fourteen states reported certification requirements for teaching the gifted, and the problem most frequently identified was funding. The most common teaching topics related to creative thinking development, higher level thinking, and independent learning. (CL)
