Holds that Black Studies programs have had problems surviving because of (1) resistance to curriculum change in colleges and universities, (2) their lack of supporters in positions of administrative power, and (3) lack of an organized, conceptual approach to developing and implementing a Black Studies curriculum. Presents a model designed to redress the latter problem. (GC)
