The article summarizes the status of implementation of P.L. 94-142, the Education for All Handicapped Children Act, in terms of numbers served; services (for students five years old and under, secondary and postsecondary aged, and institutionalized and previously institutionalized); personnel; least restrictive environment; procedural safeguards; protection in evaluation; funds; and the law's impact and effectiveness.
