Examines effects of a court-ordered consolidation of 11 school districts in New Castle County, Delaware, for desegregation purposes. Surveys racial and eduational attitudes of parents and students over four years following implementation of the plan. Concludes that those attitude changes which did take place mostly occurred within the first year. (KH)
