Declining enrollments provoked the West Chester School District (Pennsylvania) to consider combining two high schools, but a review of research on optimum size and an opinion survey of parents, administrators, teachers, and students caused the district to reconsider, choosing instead to monitor enrollments carefully, but to keep both schools open.
