The purpose of this paper is to develop a model of environmental change and institutional response that shows why a variety of strategies are required by colleges and universities in dealing with declining enrollments. Various forms of environmental conditions that can lead to four different types of declining enrollments--erosion, contraction, dissolution, and collapse--are examined. (CJ)
