Knowledgeable teachers, enhanced environments, appropriate programs and materials, appropriate technology, adequate assessment, and sophisticated notions of individualization are suggested as factors that will provide a "least restrictive" environment for mainstreamed nonverbal handicapped children, as required by the Education for Handicapped Children Act.
