As Floyd Hunter's study on community organization and leadership shows, social and economic policy and decision-making power are monopolized by a small sector which does not include minority groups. America's attitudes, values, behavior, and educational philosophy must be changed if social equality and cultural pluralism are to become a reality. (GC)
