Education and Colonial Language Policies in Latin America and the Caribbean.
LaBelle, Thomas J.; White, Peter S.
International Review of Education, v24 n3 p243-61 1978

Not until the nineteenth century did the schools become a major vehicle for government policy implementation. (Author/SJL)
