Concludes that the 1955-1956 Senate Subcommittee investigation into allegations of Communist infiltration of the newspaper industry proved largely ineffectual, that the subcommittee hearings had no legislative purpose and created nonjudicial punishment for noncriminal persons, and that publishers were slow to recognize the threat to constitutional rights posed by the hearings.
