The philosophy of rehabilitation is to assume that the handicapped can succeed and then adapt those factors necessary for qualification and achievement. Failure is not assumed before the task is attempted, and the disabled individual has the same chance to succeed or fail as the able-bodied peer. (Author/MLF)
