Ways in which the administrative and regulatory processes function in Quebec are discussed, and the effect of national health insurance on academic medicine is examined. Considered are medical manpower, hospital budgets, the climate of uncertainty brought on by legislation and regulation, and lessons for the U.S. (LBH)
