A study investigating a high teacher turnover rate concluded that one-fourth could be attributed to nonvoluntary reasons (illness, retirement), one-third to personnel problems between teachers and superiors and/or school policies, and one-fourth to problems with teachers' contracts, salaries, and/or fringe benefits.
