Recent policy changes resulting from interaction with National Cancer Institute-funded rehabilitation projects have led to more lenient procedures of client eligibility. Although referral rates have increased, state and federal programs are still underused because of age of patients, alternative cancer programs, and lack of physician referral. (Author)
