American government policy has always encouraged non-Indian control and exploitation of American Indian land and other resources. Reservation mineral resources are extracted in a harmful rush by outside corporations. The Northern Cheyennes have set out to change this by trying to break the coal leases and permits which the government encouraged them to enter into with various coal companies between 1966 and 1971.
