The current debate over the size and distribution of government patronage obscures a complexity of government influences in the cultural life of the nation. Various programs of the different departments of government foster and inhibit specific high-brow and popular forms. The most distant and yet most fundamental influence of government is in providing the institutional framework. (Author/JM)
