An interpretive discussion of a cooperative enquiry by commissions set up by the Federal Republic of Germany and by Sweden to investigate the problem of democratization and participation in the educational and research systems of the two countries. Purposes, comparisons, findings, and recommendations are summarized with discussion of problems involved in such cross-cultural studies. (Editor/JT)
