HMI Inspection between 1968 and 1991

In this article, the author, a former Senior Inspector at Her Majesties Inspectorate (HMI), United Kingdom, presents the historical activities between 1968 through 1991 surrounding HMI and the government agencies and persons who influenced how the inspection of school activities have evolved over that time period. Bolton reports that the HMI was formed in 1839 and existed as a distinctive national inspectorate until its absorption into the newly created Office for Standards in Education (Ofsted) in 1992. Throughout those 153 years, its central remit remained much the same, namely to: (1) inform the government of the day about the state of the education service; (2) provide it with the independent professional advice needed to develop and carry out its policies for education; and (3) inform those with responsibility for providing and conducting education of its findings and to point out what is needed to encourage and spread good practice. By the late 1960s, Bolton states, the euphoric period of public education came to a somewhat sticky end. Things were beginning to change, however. In the 1970s and forward, the central government become directly interested in, and increasingly determined to shape, those areas and aspects of education that historically and professionally lay at the heart of the duties and expertise of HMI, namely, what is being taught, how effective and relevant it is, and what needs to be addressed by whom to bring about the desired improvements and changes, for the good of educational practice.
