Reform of the College Entrance Examination: Ideology, Principles, and Policy Recommendations

Reform of the College Entrance Examination is trending toward simultaneous unification and diversification. The objective of reforming the entrance exam is to establish a college enrollment examination system that is primarily based on a unified test, which would assess students' abilities, appraise them on multiple levels, and classify them. Reform of the entrance exam should be comprehensive and all-inclusive, fair and impartial, scientifically efficient, offering diversified choices, advancing gradually, and practicably feasible. Available programs for reform of the entrance exam include: taking one test and autonomous enrollment; categorized tests, and multiple methods of enrollment; and taking two tests, accompanied by a combination of centralization and decentralization. In order to successfully promote reform of the entrance exam, I propose that a National Education Examination law or National Examination law be formulated; that an integrated mechanism to supervise the exam be formed, with sufficient resources; that reform maintain a certain amount of stability and adherence to tradition; that reform of the foreign language portion of the exam be introduced; that regional fairness be promoted; and that colleges' autonomy in admissions be increased.
