Argues that (1) the reason most architects who specialize in the design of public schools are in a state of despair these days is that the public, in its anxiety to reduce costs, is focusing on the wrong things without first correcting the fundamental problem--the school itself and (2) that the cost of public education can be reduced without seriously affecting the quality of education.
