Elementary school teachers need to evolve a science program which integrates the three theories of learning: namely, learning by conditioning, discovery, or equilibration. Opportunity for self-directed learning should be supplemented by introduction of new concepts. Science Curriculum Improvement Study materials are suggested as suitable examples for this. (PS)
