Emphasized in the model are: creation and adoption of new Board policies and procedures to deal with the drug abuser, crash Emergency Room" program of drug education for grades 4 through 12, inservice education of staff, lowkey parent education, increased employment of paraprofessional supervisory personnel, and community acceptance of and participation in this area as a public health problem.
