The National Labor Relations Board and the Federal courts have interpreted the good faith requirement under the Labor Management Relations Act to mean that it is not necessary to make concessions, offer counterproposals to every demand, or review the reasonableness of negotiated terms. Thus, legislation requiring school boards to negotiate in good faith will not infringe upon the school board's ultimate power to make decisions. (JH)
