Urban Institute has partnered with the District of Columbia Office of the State Superintendent of Education (OSSE) to document the implementation of DC's early childhood educator (ECE) compensation program and understand its impacts on early educator well-being, retention, and program operations. Funded through a 2022 Child Care Policy Research Partnership cooperative agreement from the federal Administration for Children and Families, the authors developed surveys of early childhood educators and child care program directors and conducted analysis of administrative data in 2024 to generate new evidence on child care staffing, early educator well-being, and child care quality. Study findings were released in several companion products. This technical report documents the steps taken to collect and analyze data presented in these publications. For workforce surveys (Center Director Survey, Early Educator Survey, and Home Operator Survey), the authors describe their process for developing survey instruments, recruitment and administration procedures, response rates, characteristics of the target population and survey sample, and steps taken to weight, clean, and analyze the data. For administrative analysis, the authors describe the files obtained from OSSE and steps taken to clean and analyze the data.
