Rural Connect: The Impact of Regional Professional Learning on Student Achievement. Final Evaluation of the North East Florida Educational Consortium's Education Innovation & Research (EIR) Grant

Funded through a federal Education Innovation and Research grant, Rural Connect is a regional model of collaborative professional learning (PL) and practice-connected support for rural educators. Through a network of cross-district learning communities that integrate literacy into content-area curriculum, the intervention provides a platform for teacher-led learning and support that is crucial to the growth and retention of educators in small, rural school districts. The intervention includes: a four-day cross-district Summer Literacy Institute facilitated in the summer prior to the treatment school year; four days of school-year PL to connect educators with regional content-area and grade-level colleagues; ongoing practice-connected implementation support to sustain teacher learning through coaching, school leader feedback, and school-based PLCs; and district-level leadership engagement to promote data-driven decision-making and support sustainability. The intervention was implemented with four cohorts of elementary and middle school teachers and students. The current study examined the extent to which Rural Connect impacted student achievement in English Language Arts (ELA), mathematics, science, and social studies, comparing outcomes of students in treatment teachers' classrooms with a business-as-usual comparison group. Results revealed significant impacts of Rural Connect on kindergarten through eighth grade students' ELA and science achievement with the magnitude of effects greatest for middle school students. Effects on K-5 math achievement closely approached significance. Notably, treatment effects were greater for students who were below grade level at baseline, economically disadvantaged students, and students with disabilities, suggesting that Rural Connect may be especially impactful for the highest-need students.
