Education Policy Innovation Collaborative
The Education Policy Innovation Collaborative (EPIC) has been working closely with the Michigan Department of Education (MDE) and the Center for Educational Performance and Information (CEPI) to study the implementation and outcomes of Michigan's Read by Grade Three Law in real-time as the policy takes effect. Between 2021 and 2023, the Law required that students who score below a state-determined cutoff on the spring ELA M-STEP repeat the 3rd grade unless their districts grant an exemption. This report examines patterns in the retention and exemption decisions that districts reported for each of their retention-eligible students in each of the 3 school years when the policy was in place.
