A CIPP Evaluation of a Middle School's Social and Emotional Learning Program

The purpose of this study was to conduct a program evaluation of an eighth grade social and emotional learning (SEL) program collaboratively designed between a middle school and community organization. The program goals aligned to CASEL's SEL framework, and were executed through project-based learning activities of the core curriculum. A mixed-methods program evaluation was conducted utilizing the Context, Input, Process, and Product (CIPP) program evaluation model created by Daniel Stufflebeam. The middle school released past SEL program student data (self-report and teacher-report). A convergent methodology combined this past data from the middle school with researcher-collected Likert survey and semi-structured interview data. Adult middle school stakeholders (principal, guidance counselor, and teachers) and adult community stakeholders (Rotary group) were participants in the program evaluation. The Likert survey data revealed adult stakeholders felt the program positively impacted student SEL and reported individual positive growth throughout the experience. Interestingly, the school-released student SEL data showed no whole group positive impact on overall student SEL but revealed indirect positive impact on SEL awareness. The program evaluation highlighted benefits of using a program evaluation model to evaluate SEL efforts. The CIPP model revealed a lack in implementation of the program specifically related to teacher role, understanding personal SEL, and understanding SEL implementation at the classroom level. The lack of quality implementation of the program and the outcome this lack of implementation had on accurately measuring SEL revealed implications for future research for the field of SEL and for the middle school's SEL program.
