Instructional, Distributed, and Transformational Leadership Frameworks among Wyoming Turnaround School Districts: A Case Study

Independent leadership frameworks are taught to principal and superintendent candidates yearly. Heightened leadership efficacy and deeper leadership capacity are tied to the culture of a school district and have a broader impact than individual leaders (Leithwood & Jantzi, 2008). Strong districtwide frameworks lead toward enhanced structures on individual campuses. These structures, coupled with individual teacher growth, leads to higher student academic achievement (Kwan, 2020; Ross & Cozzens, 2016; Naicker & Maestry, 2011). How do school district superintendents use the leadership frameworks or strategies to influence the growth of campus principals as instructional leaders? In what ways do school district superintendents encourage and model distributed leadership practices? How do superintendents foster transformational leadership practices among principals? This case study investigates the implementation of instructional, distributed, and transformational leadership frameworks among superintendents and principals in Wyoming turnaround school districts to answer these research questions. Implications for superintendent and principal leadership development, implementation of leadership networks, systemic direction setting and indications for future research are discussed.
