Public Act 100-0465 or the Evidence-Based Funding for Student Success Act was signed by Illinois Governor, Bruce Rauner, on August 31, 2017. According to the Illinois State Board of Education's Evidence-Based Funding webpage, "This law enacts evidence-based funding (EBF) and comprehensively changes the way that school districts receive the bulk of state funds. Evidence-based funding sends more resources to Illinois' most under-resourced students. Evidence-based funding takes the necessary first steps toward ensuring all schools have the resources they need to provide a safe, rigorous, and well-rounded learning environment for all students. Evidence-based funding demonstrates new mindsets for understanding the relationship between equity, adequacy, and student outcomes" (p. 1)." The purpose of this study will attempt to determine any discrepancy between how rural public elementary school district superintendents in Illinois have spent or propose to spend Tier I and Tier II Evidence-Based Funding revenues verses the intent of the EBFM, as legislated.
