Education policies are generally designed by specialist ministries that define key strategic lines, long-term objectives and national standards, often in collaboration with international TFPs (technical and financial partners). These policies are then passed on to the decentralised levels, such as regional or departmental educational directorates, which are tasked with adapting them and implementing them in their specific local contexts. This process involves the conversion of national objectives into operational action plans, which have to take into account the demographic, economic and cultural specificities of each region. However, this decentralisation process is often hampered by challenges such as insufficient resources, limited institutional capacity and occasional gaps in coordination between the various administrative levels, which may hinder the efficient and equitable implementation of education policies. This policy brief explores the obstacles and levers involved in the planning and monitoring of the implementation of education policies at the decentralised level, in the context of education quality management.
