In 1999, Public Law 106-169 established the John H. Chafee Foster Care Independence Program (CFCIP) to provide States with flexible funding to carry out programs that assist youth in making the transition from foster care to self-sufficiency. The law also required the Administration for Children and Families (ACF) to develop a data collection system to track the independent living services States provide to youth and develop outcome measures that may be used to assess States' performance in operating their independent living programs. The final rule implementing this new data collection system, called the National Youth in Transition Database, or NYTD, was issued in February 2008 and required States to begin collecting data on October 1, 2010. This report presents highlights from State NYTD reports submitted in FFY 2011, including information on independent living services paid for or provided to youth and the outcomes of youth in foster care at age 17.
