A Case Study of One Charter School Implementation of Data-Driven Decision Making

This explanatory case study investigated why educators (teachers, administrators and support teachers) in a northeast charter school found it difficult to implement a data-driven decision-making (D3M) process. To comprehend where the breakdown in the process occurred, the researcher examined the cultural, technological and political barriers that hinder the execution. Both qualitative and quantitative instruments were used to collect data. Teachers, administrators, and support teachers completed the Teacher Data Use and Stages of Concern survey, answered questions during a Level of Use focused interview and self-assessed with an Innovation Creation Matrix. The researcher analyzed each instrument individually and then utilized the Six Step Triangulation Protocol to answer the research questions. The findings of the research revealed that there were multiple barriers to the implementation of D3M. Culturally, the educators found it difficult to use state and district assessments; they had negative beliefs towards using data and they did not want to relate student data to their instruction. Technically, the educators required adequate professional development and data based tools that allowed them to access and analyze data. Politically, there were positive results. The faculty shared positive responses to inquiries about trust and administrative intentions. These findings indicated a need to improve the quality of data that is given to the educators. First, the school should invest in one data warehouse that can streamline all data into one user-friendly system. Second, there is a great need for leadership in this organization to play a stronger role in implementation and support for the ongoing progress of D3M. Third, the school needs to place a strong focus on increasing student achievement and should be present in the planning of professional development. Lastly, charter schools need to strategically apply data results and make purposeful and ethical use of information for improving teaching and learning.
