State and Program Leadership Perceptions of GEAR UP Services

The purpose of this non-experimental quantitative survey method is to gather State GEAR UP leaders' perceptions about the actual program activities and their sense of importance of those same program activities. The objectives of the GEAR UP Program are: (a) to increase the academic performance; (b) preparation for postsecondary education of participating students; (c) to increase the rate of high school graduation; and (d) participation in postsecondary education of participating students. It is not known what State GEAR UP leaderships' and program staff perception of GEAR UP academic services within their state. The study used a non-experimental quantitative survey method to develop numeric measures of observations and study the behavior of individuals (Creswell & Creswell, 2018). The perspectives of state GEAR UP leaders' and their program staff were gathered to analyze their sense of actual and importance of how school administration, GEAR UP liaisons, school faculty and staff and students believed that GEAR UP activities were important to the success of the GEAR UP program through the objectives/variables. Furthermore, Creswell and Creswell (2018) state that in order to understand these perspectives, the variables, research questions, and hypotheses and items on the survey must be all related and aligned. The study findings support the theoretical and conceptual framework and provide a foundation for further research to better understand and improve GEAR UP services for preparation for post-secondary success. The findings also contribute to enhancing GEAR UP services such as creating a formalized and/or standardized model of project-based learning so students of all learning levels can be prepared to enter a post-secondary institution.
