AB 705 and Students with Learning Disabilities: Impact and Practice in Mathematics

Assembly Bill (AB) 705 transformed California community colleges by placing all students into transfer-level mathematics, including students with learning disabilities (SWLD). This multimethod study of one community college district explores the impact of AB 705 on SWLD. The sequential multimethod design includes three phases: 1) document analysis, 2) student cohort data, and 3) focus groups with Disabled Student Program and Services (DSPS) personnel. Document analysis entailed reviewing District college's catalogs, websites, and publicly available information to identify information students received about articulation of transfer-level courses. Afterward, secondary cohort data (N [greater than or equal to] 29,000) compared the one-year throughput of SWLD to all other students in transfer-level mathematics. Then, focus groups with DSPS directors and counselors provided insights about the success of the student they serve as well as what programs, courses, or activities best support SWLD. Document analysis revealed inconsistent and incorrect information from District documents. Finds from descriptive statistics, logistic regression, and disproportionate impact tests showed AB 705 positively impacted SWLD with increased throughput and completion of transfer-level mathematics in their first year. However, implementation of AB 705 did not close equity gaps between SWLD and all other student groups. This study showed that colleges implemented changes in response to AB 705, but they were not intentionally designed for SWLD, who learn differently. Findings of this study highlighted the complexity and challenges of implementing legislation and meeting the needs of all student groups, including SWLD who are among one of the most vulnerable populations.
