Managing Change: A Case Study of the Implementation of A Michigan School District's Continuous Improvement Model

This dissertation aimed to understand the level of staff engagement with the school improvement process before and after the implementation of a new continuous improvement model. To conduct this study, three questions were asked 1) How is the continuous improvement model working? 2) What is the change in staff engagement in the continuous improvement process over time? 3) What are the similarities and differences in implementation in the different schools within the district from January 2021 to December 2021? To answer these questions, a mixed methods case study of a single school district was conducted. Quantitative data in the form of surveys and counts of meetings were collected, as well as qualitative data in the form of observations, interviews, and open-ended survey questions. This study took place from January 2021 through December 2021. Results from this study showed a steady level of engagement during initial implementation, though the engagement level did vary by job role. COVID-19 had an impact on the district's ability to maintain engagement in the continuous improvement process due to staffing shortages. Results also showed a higher engagement level among administrators who led continuous improvement work. Lack of time and continued professional learning coincided with a slowing of progress by the Building and District Leadership Teams.
