Restructuring teacher career models is a resource-intensive task, which demands strong financial, human, and technical capacity. Resource constraints place limitations on policymakers during both the design and implementation stages of a career reform process and are often the biggest obstacle to success. This brief examines how adequate budget provision and an awareness of available resources prior to implementation are therefore very important. It also examines how engaging teachers in all stages of the reform process, to obtain buy-in, is critical, given that the implementation of new career structures is highly contentious and causes division in some contexts.
