P-16/P-20 Regional Councils are civic structures that exist to meet the goals of the Texas Higher Education Coordinating Board (THECB) higher education plan. P-16/P-20 councils have been identified as an important vehicle to drive the success of future graduates from pre-kindergarten to postsecondary education. (Texas Higher Education Coordinating Board, 2015).The researcher sought to answer the following Research Questions: (1) What are the common tenets, or principles, of P-16/P-20 Councils in the State of Texas? (2) Does the structure of a P-16/P-20 organization impact stakeholder outcomes? (3) What is the desired communication, community impact, and tangible stakeholder outcomes of the P-16/P-20 councils in the State of Texas? The purpose of this qualitative multiple case research study is to undertake an analysis of five individual Texas P-16/P-20 Council spokespersons' perspectives regarding the most noteworthy council initiatives/efforts undertaken in order to increase the college and career readiness of graduating high school seniors in her/his respective council region.
