DaSy Data System Framework [2014]
Center for IDEA Early Childhood Data Systems (DaSy)
The Center for IDEA Early Childhood Data Systems (DaSy Center) was charged with developing a data system framework. This document contains that framework. It was developed over 14 months with extensive input from Individuals with Disabilities Education Act (IDEA) Part C (Early Intervention) and Part B (Early Childhood Special Education) Section 619 (Early Childhood Special Education) staff from seven partner states. The purpose of the DaSy framework is to assist Part C and Section 619 programs in developing and enhancing high-quality state data systems and in improving the quality of their IDEA data. It is intended to enhance the capacity of Part C and Section 619 state staff to: (1) "understand" the characteristics and capabilities of a good state data system; (2) "lead or actively participate in" state data system development and enhancement efforts, including cross-agency work; (3) "use" their state data system to comply with IDEA federal reporting requirements and answer important policy and program questions; and (4) "enable" states to build better systems of services and programs that will improve outcomes for young children with disabilities and families served under Part C and Section 619. The DaSy framework is organized around six subcomponents: (1) Purpose and Vision; (2) Data Governance and Management; (3) Stakeholder Engagement; (4) System Design and Development; (5) Data Use; and (6) Sustainability.
