Relationship between Perceptions and Behaviour of School Principals in the Implementation of Information Communication Technology (ICT) Policy in Saudi Arabia: Tabuk School District

The role of ICT in the educational sector has become significant due to globalization and technological advancement; consequently, countries are changing their ICT policy to improve the traditional education system. The government of Saudi Arabia has emphasized Information Communication Technology (ICT) development as a centerpiece of national policy. Subsequently, a comprehensive ICT plan was promulgated that prioritized ICT use in schools. However, empirical studies revealed that attitudes and perceptions of school leadership (principals) are critical in initiating the ICT changes at the school level. Only a few studies investigated the relationship of perception, behavior, and use of ICT by school principals in Saudi Arabia especially the female sector. This study sought to obtain deeper insight about the perception, behavior, and use of ICT tools by women principals in middle schools of Tabuk, a district of Saudi Arabia. This study will also highlight the differences between the perceptions and behaviors of rural and urban school principals. To answer the question of difference in perception and behavior, four research questions guided this study. The study is quantitative in nature, and data was collected from 105 female Tabuk district school principals through a survey. The instrument of the study was adopted from previous tested research of (Almaghlouth, 2008). SPSS version 20 was used for analysis of data. The findings indicate that there is a significant relationship between perception scores and ICT use (r=.31) and behavior scores and ICT use (r=.34) among women principals. The findings also suggest that there is no difference between ICT perception of urban and rural school principals. However, research found that urban school principals' behavior towards ICT use is greater as compared to female rural school principals of Tabuk.
