Distributed Leadership and Underperforming World Language Teaching: Building-Level and Department Leaders' Perspectives

A qualitative study was conducted to understand how building-level and world language department leaders characterize and respond to underperforming world language teachers, and how such leaders work together as a team to address this problem. Ten such leaders from Long Island, New York were interviewed as matched pairs and their responses were analyzed to identify how the factors of skill, will and context figure in to the ways they deal with underperforming world language teachers. Findings are reported as a comparison of responses from both kinds of administrators, based on the themes that emerged in the interviews. A finding with potentially significant implications is that several key dimensions of the "ACTFL World Readiness Standards" do not appear to factor in to administrators' identification of underperforming world language teachers.
