Perceptions of Individual Education Plan Team on Identification of English Language Learners with Specific Learning Disability

Students identified as learners with specific Learning Disabilities (SLD) represent almost half of the total special education population. With the high numbers of students identified as SLD, there has also been the concern of over-identification of immigrant students called English language learners (ELLs), which leads to disproportionality in special education services. Numerous researchers in the field of education opined that IQ-discrepancy technique for identification and cultural bias by members of the Individual education plan (IEP) is the reason for the problem. The purpose of this qualitative case study is to explore the challenges IEP team members experience identifying ELLs with potential SLD as perceived by IEP team members in a public school system in the Eastern Coast of the United States. The effects of this problem could be multidimensional if not studied and a solution sought to address the challenges. Purposive and snowball sampling methods were used to recruit a minimum of 10 IEP team members involved in eligibility determination for special education services. Semi-structured interview was utilized for data collection from the perspectives of the IEP team members on the challenges they experience identifying ELLs with potential SLD. All participants had more than two years experiences in decision-making process for SLD identification. The findings were based on the responses obtained from the participants who were knowledgeable about identification of ELL students with SLD. Responses to interview prompts revealed that IEP team members experience challenges when evaluating ELLs for potential SLD. The researcher identified themes related to the challenges the IEP team experience for SLD determination among ELL students. A review of publications from the National Center for Education Statistic (NCES) and the Condition of Education were also included in the case study since these publications provide a demographic statistic of ELL students receiving special education services under SLD category for each state.
