A Study of How the Behavioral Intervention Teams of Universities within the Pennsylvania State System of Higher Education Are Formed and Evaluated

This study is based on the research of Dr. Ursula Delworth. The Assessment-Intervention of Student Problems (AISP) model that was first published in 1989 has stood the test of time and, in fact, foreshadowed the widely held practice of behavioral intervention that is seen on campuses today. Dr. Delworth referred to this group as a Campus Intervention Team. According to Delworth, students with behavioral issues will fall into one of three assessment categories: disturbing (negative behavior), disturbed (mental health/counseling behavior) and disturbed/disturbing behavior (2009). Utilizing Dr. Delworth's theory as a foundation, developmental theories and theories of moral development are explored as well as threat assessment models in order to frame the discussion. This research determines how teams from the Pennsylvania State System of Higher Education (STATE SYSTEM) perceived the effectiveness of their BIT (Behavioral Intervention Team). The study includes how the teams are formed and by what standards they are sustained. How is the State System exercising best practices recommended by national risk management organizations in this very new area of awareness and care? How can institutional personnel learn from one another and seek to improve collaboration across campus to minimize campus threats?
