The United States has a tradition of faith-based K-12 education that can be traced back to the 1600s. This sector of education has played a vital role in America's urban communities. Faith-based schools have a strong record of serving disadvantaged families. They provide moral grounding, community ethic, safe and structured environment, academic rigor, and a private school education grounded in unconstrained religious values. In recent years there has been a significant decline in urban faith-based elementary schools in America. Studies show that the loss of these schools is having a tragic impact on many disadvantaged families. FSHG Elementary School (pseudonym), which traces its roots back to 1924, is a faith-based school that has been serving its urban community for over fifty-five years. FSHG Elementary School not only provides the opportunity for the spiritual, intellectual, emotional and physical growth, and moral development of every student, it introduces students to the sense of responsibility, provides the opportunity to acquire skills necessary for a life of service, and develops students' God-given abilities. Over the years FSHG Elementary School has experienced enrollment decline. Without sustainable enrollment the school operates in fiscally challenging environments. Therefore, the school needs constant sustainable enrollment, both from recruitment and retention, to remain viable. The purpose of this qualitative action research study was to explore stakeholders' view of FSHG Elementary School's enrollment decline and generate solutions to address the problem. Semi-structured interviews with the school board members, teachers, administrative staff, and parents of students, analysis of FSHG Elementary School document, and observation were used to obtain answers to the following research questions: How does FSHG Elementary School remains viable given its significant enrollment decline? What approach can stakeholders take to address FSHG Elementary School's enrollment decline? How can the school's administrators use the information collected through this research process to make specific decisions regarding the viability of FSHG Elementary School? Findings of the study suggested that promotion and advertising, constituents' Churches support, and recruitment are required for the school to remain viable.
