The purpose of this mixed methods action research study was to identify the extent to which the Intervention and Referral Services program at the elementary schools in District M are effective at meeting the stated goals of helping students who struggle and helping teachers who work with those students. Both quantitative and qualitative methods were used as data sources. The data gathered led to 16 findings and one unexpected finding as well as seven recommendations and three implications for further study. The data somewhat indicated that the teams are successful at working with students who struggle with reading but due to the fact that this was not the case across all five elementary schools, this data is not conclusive. The same is somewhat true in terms of how the teams are affecting teacher knowledge and growth. Although teachers and team members present subjective data indicating that they believe teachers are learning through the process, a lack of documentation of strategies recommended for the classrooms contradict this data. The study's findings and recommendations will be helpful to the district's I&RS program across the elementary schools.
