The purpose of this study was to examine if relationships existed between the condition of instructional facilities within Florida Coastal School District, as measured by the Facilities Condition Index (FCI), and enrollment percentages for special education students, African American students, Caucasian students, and students receiving free and reduced price lunch for the schools included in the study. The populations for this study included 208 instructional facilities within Florida Coastal School District during 2011-2012 school year. This quantitative study utilized pre-existing data that was collected from the Florida Department of Education's Office of Education Information and Accountability, the district's property appraiser's office, and Florida Coastal School District's Facility Planning Office. The FCI for each of the 208 schools was calculated and assigned the corresponding rank. Pearson's Product Moment Correlation was used to analyze and confirm relationships between the FCI index score and enrollment percentages for special education students, African American students, Caucasian students, and students receiving free and reduced price lunch. The results of the analyses found that each of the 208 schools included in the study were in ranked as good. Moreover, moderately strong positive relationships existed between the FCI index and enrollment percentages for special needs and African American students in the district. The analyses also revealed a moderate positive relationship between the FCI index and enrollment percentages of Caucasian Students, and a weak positive relationship between FCI index and enrollment percentages of students receiving free and reduced price lunch. It appears the funds earmarked for capital outlay and infrastructure needs per the FEFP, have allowed Florida Coastal School District to sustain their K-12 instructional facilities while effectively monitoring facility deferred maintenance needs. Policymakers in states who do not have funds specifically earmarked for instructional facilities should consider enacting policy to address the deteriorating condition of schools.
