Dutch child care can be described as organized provision with care, guidance and additional education for children from 0-16 years old, by other people than parents or guardians in a way that is adapted to the space of twenty-four hours and the age of children and to the needs of parents or guardians. Child care in the Netherlands is characterized by a varied supply in different forms. There is a clear distinction in the Netherlands between: (1) general child care ("kinderopvang"); and (2) care focused on educationally disadvantaged children. The aim of the government policy is to make early childhood education and child care available to parents and children. Parents are entitled to compensation for the costs of child care, provided a) they make use of a registered child care centre or a registered agency for childminders, b) they earn their income through employment or seek employment. The compensation is provided through a fiscal allowance and through a contribution by the employers of the parents.
