International Research Collaboration: Opportunities for the UK Higher Education Sector. Research Report
Universities UK
This report presents the findings arising from a study of international research collaboration, exploring trends, competitor countries' policies and UK universities' management of this function. The authors found no systematic overview of the nature and extent of the measures being used by competitor countries to support the development and expansion of international research collaboration. However, individual accounts suggest that most employ a combination of routine monitoring and feedback on developments and opportunities in target countries, some form of in-country promotion and support, as well as high-level endorsement, with politicians signing open collaborative agreements. Universities are broadly content with the current situation and are not clamouring for more support from government or its agencies, although all agreed that additional funding would be worthwhile. In discussing the challenges, interviewees did offer several specific suggestions: (1) more and better in-country promotion of the research capabilities of UK universities; (2) more measures to support cross-institutional (within the UK) networking and learning; (3) a scheme to support the "bundling" of UK institutions with particular strategic interests; and (4) a co-financed fund, to help universities develop strategic partnerships that have emerged from seed funds or researcher-level initiatives. Appended are: (1) Appendix A: Interviewees; and (2) Appendix B: International research offices outside the UK. (Contains 6 exhibits, 1 chart and 33 notes.) [Funding for this paper was provided by the Prime Minister's Initiative for International Education (PMI2).]
