An Examination of Public School Administrators' Perceptions of Ethical Decision Making during Turbulent Times

The purpose of this study was to investigate public school administrators' perceptions of their level of ethics with respect to the amount of turbulence perceived on campus. In addition, ethical decision making processes and ethics training, based on the recommendations of the participants in the study was investigated. Survey research was used to solicit input from 192 Texas public school administrators. Major findings suggested that there were significant differences between campuses in the 1-300 size category and the 1501-3500 size category and campuses in the 301-700 size category and the 1501-3500 size category with regard to the level of perceived turbulence. Larger campuses perceived higher levels of turbulence suggesting size may be an important factor when considering turbulence. In addition, the Ethic of Care may be more important on smaller campuses where individuals are recognized and the Ethic of Justice may be a consideration on larger campuses. Administrators regarded being a role model for students and other professionals highly. Administrators recommended the following to promote ethical decision making: (a) support groups to discuss ethical issues and how to best handle them, (b) fair and consistent daily practices, (c) shared leadership and shared decision making principles, and (d) ethics training at the undergraduate, graduate, and post graduate levels. Recommendations for further research include replicating the study in geographic areas outside of Texas and sampling school board members and district level administrators, who are expected to operate in an ethical manner in an often turbulent environment.
