New Jersey has some good early learning programs in place, but it has not taken a systemic approach to ensure access, quality and coordination of programs. The broad nature of early learning, which encompasses health, child care, education and parent involvement, makes it difficult to create a uniform system. Roughly 20 different New Jersey state agencies are responsible for aspects of the early learning system, making coordination of policies and programs challenging. Programs work best when they work together. This is why Build New Jersey, a partnership of public and private organizations, believes an Office of Early Learning in the Governor's Office is essential for New Jersey. This office would create an effective, efficient, high-quality early learning system for all children. It would ensure that early learning is a top priority for New Jersey. This translates to smarter government that can leverage all available resources, eliminate duplication and provide seamless services to more families. This paper offers a proposal for an Office of Early Learning.
