The purpose of this research is to provide a multi-disciplinary, multi-methodological meta-review of literature for understanding the global complexity and exponential growth of information and communication technologies (ICT). The scope of the literature review behind this research is limited to studies published between 2006 and 2008. It includes 244 articles from traditional peer-reviewed literature and "grey literature," such as policy reports, conference papers, and reports from the popular media. The focus is defined by the five thematic streams specified by the Global e-Schools and Communities Initiative (GeSCI): (1) Educational Management and ICTs; (2) ICT Infrastructure, Connectivity and Accessibility; (3) Integration of ICTs into Teaching and Learning; (4) Teacher Education and ICTs; and (5) Educational content and ICTs. In each area, the researchers sought to uncover and evaluate general trends, major topics of academic dialogue, and methodological approaches underlying ICT research. This report is the first of two phases of this meta-review. As a result of the first phase, recommendations for further study and discussion include: (1) The gap between research, policy and practice; (2) Increased coordination and complementary efforts; (3) Re-examination of assumptions; (4) Fundamental re-thinking of educational purpose and practice; (5) Multi-disciplinary approaches and multiple perspectives; (6) Approaches which are contextually relevant; (7) Transformational models and strategies; and (8) Sustainable capacities and capabilities in developing countries to develop relevant solutions.
